J. Alan Cates, retired Chief of California’s Fraud Prevention Bureau, is the Founding Board Director and Consulting Fraud Prevention Specialist for FPI.

Commissioned by California’s Governor to implement the State’s first Fraud Prevention Bureau, Mr. Cates is one of America’s recognized authorities in fraud prevention and eradication.  His experience spans 28 years, including six years detailed to the Federal Bureau of Investigation (FBI) as an Outside Agency Expert. 

A key participant in the FBI’s highly successful Phonypharm initiative, Mr. Cates has been profiled on CBS “60 Minutes” and received Distinguished Achievement awards from two FBI Directors and the International Association of Certified Fraud Examiners.

Many government and private entities have attended Mr. Cates’ educational seminars detailing the innovative FOCUS approach to efficient and effective fraud prevention.

During a four-year government pilot under the leadership of Mr. Cates, FOCUS (Flush Out Crooks Using Schemes) eradicated over $300 million in fraud schemes and led to over 200 Federal convictions with a 100% felony conviction rate.  The pilot returned a record $75 million in court-ordered restitution and asset forfeitures.

Mr. Cates is the Chairman of the Board for both the Fraud Prevention Institute and the Golden State Certified Fraud Examiners.  A graduate of Heald Business College and the POST Special Investigator Academy, Mr. Cates is a Certified Fraud Examiner and California Licensed Investigator.
